Error no 0x800CC0D

In my outlook I cannot send messages and get this error message and found that I run error end and they ask me to register and that will cost me aroung 30 $ although I was assured this would be done free . Is there any free solutions to my problem

Thanks for your reply and hope the answers I have are of help as I am not too sure of the email infoI am outlook 5 and the is the provider the POP and SMTP or is it the Wanadoo Broadband. I can use my hotmail account.
Is ther a Microsoft Outlook or is that the same thing as Outlook 5
