I think it just means you can look at the pages without being connected to the internet, you wont be able to refresh it for any changes (obviously lol) and couldnt use any links or anything.
It was (possibly) useful in the days of dial-up/pay for the time that you are connected internet. Not particularly useful if you are on broadband.
not true!

Ofline working is becoming more prominent. It is particularly useful with database servers.

You get a "copy" of whatever data you need (normally in XML format) do whatever you need to do to it (sort, re-query, edit and delete). Then when your finished you connect and commit the changes.

The benift is, the main server is not taking up resources while your working on the data. It can do other things. This method is also called "disconnected" working (which is the same thing as offline).

More and more services are moving to this way of communicating.

If your offline (working with local copies) your not eating up bandwidth to stare at something, making it cheaper to run.

so how do i make a page avalible offline? - i get disconnected all the time due to wireless internet, while im trying to read a walkthough for my games. This would be a good feature for me to use.
simple. save your page in Internet Explorer's (IE) favorites. Right click the favorite from the menu and select "Make available offline". Your machine will download everything that the page needs to operate without being connected to the internet.

BE WARNED...if you do this to a site that has lots of large files (music, movies, very hi res images or software) it will take some time to download everything. Especially if your connection is slow.

I do this all the time with my laptop to download google news. While i'm on the train, going through tunnels, I can still browse all the articles! It's great!

Thanks very much :)
I`m afraid LeMarchand was inadvertantly correct.
Microsoft have seen fit to omit this useful feature in I.E. Version 7
