Active X and flash player

does anyone know y everytime i do anything it seems that my computer (vista) asks me to install the latest Flash player and then Active X and then i do and it seems to be installed ok , until the next time and then i have to go through it all over again ? y is this does anyone know

In tools - internet options - advanced is the 'allow active content to run in files' box checked?
