Email Failure in Outlook Express

I have just noticed the codes failed to appear in my question.
Socket Error: 10061 Error No: OxOOOCCCOE
These codes appear in the message box and I am unable to send or receive emails in OE.
Assistance and advice would be most appreciated please.

2. Try deleting, and then recreating, your email account(s). Go to Tools > Accounts > Mail. Click on an account to highlight it. Click 'Remove'. Then click 'Add' and recreate the account. (NB: Don't attempt this unless you know the relevant settings for your account. These are available on the website on the website of your ISP or email provider. Of course, you'll also need to know your password).

Awfully sorry about this but I now notice the Error No: is incorrect. This should read Ox8000CCCOE - thank you vehelpfulguy.
Have tried System Restore to no avail thank you very much Buenchico (wary about fiddling with email accounts in case I don't get passwords and settings right - have rung service provider but after hanging on for 3 minutes line drops out) but will have another go at SR.
Any more advice would be most appeciated.
In the meantime may I extend sincere Christmas Greetings to all.

Just a note to thank you for your replies.
There has now been a notice put on Breathe Website that there has been 'maintenance carried out' over the holiday period!!
Have spent hours trying to sort out perceived problem and it appears there is still maintenance being carried out because I still cannot use Outlook Express to get or send emails!
