Uninstall programs you have installed but don't use.
If you have another drive (D?) with plenty of space, move your documents, music, photo and video to that drive.
If you don't have such a drive, consider buying an external hard drive - they are reasonably cheap now and simple to use.
Assuming you have XP:
Start - control panel - performance and maintenance - free up space on hard disk. Choose 'C' , tick all the boxes, click 'more options' and clean up system restore. Click ok.
Now you should be able to defrag.

2% 2%???????
I'm surprised it will even start. NTFS and XP (also vista) like about 20% free space so you are really pushing your luck ... possibly CC Cleaner wont d/l into so little space.
start the job manually - empty the recycle bin
(like ethel says if you can .... move stuff to another drive) .... then go to
c:\Documents and Settings\<yourname>\Local Settings\Temp
sort on date .... delete everything older than today
(empty the bin again)
then d/l cccleaner
(even better .... back everything you need up .... re-install windows - but only if you know how)
