The UK flag is officially called the Union flag. It only become the Union Jack when flown from a ship. (So that's one possible answer).

However, each of the the three flags which includes the union flag in one corner is called an ensign. (Blue ensign = government departments or the former naval reserve. White ensign = Royal Navy (or Royal Yacht Squadron). Red ensign = Merchant navy).
