Tumblr - what is wrong with their registration setup?!!!

I try to sign up with Tumbler, follow the instructions, providing an e-mail address, password and username as instructed, then I check the box marked
"I have read, understand, and agree to the Tumblr Terms of Service" (having followed the link and read them) and click next then the icon shimmys from side to side as if it is awaiting something else and that's it ! No further movement.
