I received a suspect e-mail from Yahoo, part of which is shown

"We detected a login attempt with valid password to your Yahoo! account (ecka31) from an unrecognized device on Wed, Jul 31, 2013 12:03 PM PHT.

Location: Philippines (IP=121.54.54.132) "

I don't have a Yahoo account and "ecka31" is not my e-mail user name.

Is this a hacking or phishing scam.

Safer to ignore it.
almost certainly a scam attempt, delete it
Does the e-mail ask you to do anything? Like click on a link or similar.
It may well be that someone you know has had their email compromised and they are now sending out mails to people in their contact list. They probably aren't aware of it.
I'd just delete and forget.
To be on the safe side change password ASAP.
