Any answer depends on how technical you are, and how much knowledge of computers you have.
Creating a simple website is fairly easy, creating a good professional looking website is not.
You will need some software, although there are free versions around.
You need to understand a bit about the languages of the web, such as HTML and CSS.
You also need to understand a bit about computer images (GIF and JEPG files).
If you are starting from scratch then I suggest you buy one of those "for Dummes" or "Getting started" books, there are loads in amazon.
Here is one as an example

How about signing up to Google Sites. It's free and the page creator program is just like using a word processor - so no programming required.
I used Google pages for my last sites (Google Sites has replaced Google Pages), though I have had sites before which I "wrote" using Word and saved in HTML format.
I also use "Low Cost Names" (www.lcn.com) to buy domain names cheaply which route to your website (so instead of people having to type robichris.googlepages.com for me, they type www.chrisrob.co.uk.) and provides you with a range of unique email addresses.

You dont say WHY you want to create a website.
It may be for a particular compnay or maybe a group like a running club or whatever.
Or it may be that you just want to do it to learn, just for "fun"
If you can give us a reason why you want to do it we can tailor the answer better for you.
Instead of desiging a website why not create a blog?
This can be done for free, and you can do it here:
https://www.blogger.com/start
You can make a blog about anything you like, here is a person who has created one about a first world war soldier:
http://wwar1.blogspot.com/
To find others just search on the word "blogspot"

Thanks for your answers. My knowledge about computer is as much as probably just using it with all the software preloaded. I do not have experience of HTML etc.
Reason I wanted to create a website is that I am an accountant by profession. Although I work for a Chartered Accountant firm but I do have handful of my own private clients that I deal from home. Of course with all these financial ups and down, I decided to advertise my own private practice to attract few more clients perhaps. And I think website (even basic) now a days is necessary.
I am not even sure that how much people charge if you get it done and how it works. I mean you pay one off or annual renewal etc. A friend of mine gave me the idea as he thinks that its not difficult.

To get a website, not it's easy.
But to get one that's designed well, so people are actually interested in your service and don't think it's a con or run by a 14-year old, is something else.
Your best bet is to check the yellow pages, get some quotes from web design firms (and look online too, probably cheaper), and do it that way.
You must buy a domain name (the example.com thing), and then hosting. You can get reliable hosting for about 25 a year, and the domain about 5 a year, perhaps a little more (.com is more expensive than .co.uk, for example).
The designing of a website itself though may set you back 200. You could do this part yourself, but by the time you've learnt the skills involved (either learning HTML, CSS, JavaScript, PhP, Apache stuff, ...) or a package like Dreamweaver (less good), you'll have spent a great deal of time.

If you want a simple page you may be able to do it on your own but if you want some technical expertise and for it to look professional it is best left to the professionals. I design websites myself so if you want a site created to budget visit http://www.asifraje.co.uk and supply us with your requirements and I'll see what we can do for you.
