When you make or receive a normal phone call, you're using your phone provider's resources even when you're completely silent. i.e. simply being 'connected' provides a drain on the system. While that method of connection is fine for phone calls it would quickly overload the system if it was to be used for internet usage (or other data-based applications, such as GPRS). For such systems, data is sent in 'packets', which only take up the system's resources when data is actually being sent or received.
So your phone asking you whether you want packet data seems to be saying 'do you want to use internet-based services?'.
