Problems with PC can you advice folks ?

Runs on Vista washaving problems and had started a system restore selected date and was working until power cut in household. On power restoring booted up Pc again but after selecting window start option screen remaining blank however is working. Have tried safe mode as well and had same result. Trying to get to main desktop screen.

Have you tried booting from a DVD/CD or flash drive ? May need to boot from something other than the C: drive to see what has corrupted (assuming that is the issue - could be something else I suppose).
