If a phone call is made on a land line and one of the receivers isn't replaced does it make the other phone unable to make or receive calls..

Only in one direction.

If the person making the call leaves the phone off the hook the call is left open regardless of what the receiving end does.

If the person receiving the call leaves the phone off the hook the call can still be ended by the call maker hanging up.

What a pity. I was going to leave the phone off the hook the next time I got a cold call and bugger up their phone calling ability.
