Is there an app, or is there free software that would allow me to video a 30 minute bike ride on my iPhone that's mounted on the handlebars, and condense it down to a three minute video?

Not sure if you want to edit on the phone or a comp, but if a comp your
iphone takes vid in MPEG-4 H.264 format, so any free vid editing software that handles that format will do, windows live movie maker if youre on PC is one of many
