Tablet Query????

Please excuse my ignorance, but technology has seemed to pass me by in recent years.
Can you please answer me some fundamental questions?
I am thinking about getting a 'Tablet', is an iPad a 'Tablet', but is made by Apple, so that is just the brand name?
I want to be able to browse the internet when out & about & have been told that I need a Tablet that is 3G enabled, is this correct?
However, if I get a cheaper, standard Tablet that is not 3G enabled, if I were to t a 3G Mobile Broadband Modem - dongle - & plug into Tablet, will this allow me to browse the internet whilst out?

I don't know if you can plug in dongles to other tablets.
On the ipad you get a micro sim from whoever you opt to use eg. orange, o2 etc.
If you are somewhere that offers free wifi you can use that, or if you are with BT you can use other peoples BT wifi if they have opted to turn that feature on. I think that you can also pay BT if you are not with them and get access that way.
