Why mobile operators make you pay when abroad?

For more on marking an answer as the "Best Answer", please visit our FAQ.because the person phoning from home may not know u are abroad and therfore is liable to feel he/she has been overcharged. The prices must be available for what a call may be before the call is placed. with the phone company not knowing where u are with your mobile and therefore how much it may cost then it cant give a guarenteed price so the extra cost is passed to the receivers network.
In other words the phone companies cant reasonably expect u to phone a mate on his mobile thinking u are charged at say 10p a minute whereas u are really charged 40p a minute because your mate forgot to mention he is actually in portugal as u speak.
