Mobile Or Tablet

I want to buy something so I can get my emails and browse a bit to keep up with tennis results or whatever when the internet goes down - which it does 3/4 times a year . By the time I've finished 'discussing' with BT it's normally off for 5 or 6 days.
I don't want to spend a lot as I can't see me using it much (I've got a payg mobile - and it gets used about 3 times a year!).
But I haven't a clue what is a SIM card? Do I need/want one. etc. etc.!
Should I get a mobile or a tablet - mobile would mean I won't have to have wifi so I'm assuming that would be more practical than a tablet.
All hints/suggestions gratefully received!

Unless you have a mobile account with inclusive data minutes then I suspect it is more costly than WiFi, which is free, but you do have to be near one you can connect to.
As for which you want, it's personal choice. Mobile handsets are for makng phone calls from, but the "smart" ones are more like mini PCs that happen to have a phone call programme on them. They tend to be cheaper than tablets but smaller. Tablets I see more as a 'for convenience' (or inconvenience depending on your point of view) as a portable PC-like thingy.
Decide what you actually value then make a choice.

You can get PAYG sim cards that have a data allowance, this is necessary to use the internet without a wifi connection.

My good friend has the Moto G phone which is around £100 and he highly recommends it. In the past he has had expensive iPhones and Blackberries, so it must be okay.
