If a mobile phone is just turned off/flat or if it's been cut off?? My son who's been staying in the hostel should have turned up at his sisters after he has to leave at 8,30am but he never arrived and when we call his mobile it doesn't ring and it says 'the mobile you are calling is not available'.
I bet I haven't changed my voicemail since I changed jobs - just thought of that. (Thanks for trying that for me ummmm X)

It is probably set up to divert there. Not all mobile numbers are.
When I had to pay for the call to retrieve a voice mail I ensured my diverts were all switched off. Provider company isn't going to charge both me and the caller for what is essentially the same call, the same communication. Blow that for a game of soldiers. They can just accept the costs of an unconnected call instead.
He was in a hostel room last night with two alcoholics who slurred and talked all night and wouldn't leave him alone so he didn't get a wink of sleep so he gave up at 7 am and left, walked to the house of a friend he knows in the torrential rain and literally zonked out on his sofa and just slept. He hadn't even turned his phone on. I'm up here now and I've seen him
I have four wolf(and two cats!) . You can't even apparently open the window in the hostel bedroom more that an inch incase you sneak anyone in and you can imagine in this recent heat .,,,,,
I've managed to get the phone number of the hostel so am ringing them tomorrow. He's managed to persuade them to let him stay with me tonight as I said I'd driven hours to check on him so he's with me now and will spend all day with him and daughter etc tomorrow. I've brought money for him so he can eat etc. And daughter is collecting him every morning so he can spend all day at hers. Am hopeful they will find him a permanent room/ studio flat sooner rather than later x
