For more on marking an answer as the "Best Answer", please visit our FAQ.Does it boot up in Safe Mode? (In Windows XP, press F8 while the machine is booting up.) If that works, go to Help and Support on the Start menu and click on the Startup/Shutdown troubleshooter. That should help identify and solve the problem. The other thing you might find useful is to do a 'System Restore' from Safe Mode.
Hopefully somebody will be along soon to give advice on what to do if you can't get into safe mode.
Are you sure it switched off originally due to a flat battery as the symptoms suggest a system failure.
By default in System Properties, Windows is set to restart after a system failure. This endless cycle of re-booting will not cease until the original problem is rectified and if you cannot boot from Safe Mode you will need to carry out a repair using the Repair Console from your original Windows istallation disk or failing that, a fresh re-install of the operating system.
