My new boot floppy does not work the keyboard or the mouse properly in dos.

To use a moue in DOS you need to have software that includes a mouse driver - mouses are not inherantly supported in DOS. You say the keyboard will not work properly - is this because it is set to american settings, rather than UK? If so, you need to load the UK keyboard layout which is done with a command in the autoexec.bat - can't remember the name I'm afraid, but I know that it uses the international dialling code for UK (41) to identify the country.
