Serif have a wonderful policy of making older versions of almost all of their software available for free. (Other companies do this through magazine coverdisks but Serif are in a minority by making their software available online). The latest versions only add a few extras which most people don't need, so the older versions are fine for most purposes. You can get WebPlus 6.0 (and lots of other free stuff) here:

that'll teach you everything you want to know, and lots more!
though, if you don't want to get into any of the details, Buenchico's suggestion may be best. Just a shame it's only free as in beer.

The latest Microsoft Office release - Office 2007 Beta - does not include Frontpage. Instead, there is a new product from Microsoft called Microsoft Expression Web Designer. You can download a trial for free from http://www.microsoft.com/products/expression/en/web_designer/wd_free_trial.aspx.
