Free Downloads?

I recently got a new mobile from 02 on contract and just received my first bill. I noticed that I am not being charged this month for 'Welcome Browse and Download'.

I wasn't told I would be entitled to this when I got the phone, so I'm wary of downloading anything incase I have to pay! Can anyone confirm that it is actually free?

Also, although I'm registered, I'm unable to view my bill online on the 02 website. Do you know why?
