Firstly, follow the instructions on this web page to display hidden devices on your system:

Now when you bring up the list with the hidden devices shown, you might see that there are some 'old' CD/DVD ROM drives in the list. I had replaced my DVD writer at some point so I deleted that and an old CD ROM drive that was still there from probably years earlier! When I removed these it worked properly again, so it might be worth a try.
Although the above advice is generally GOOD advice, I would also suggest that you start by checking 'Auto Insert Notification' is turned on for your current CD-ROM device.... choose your operating system from the list on the link below and follow instructions to make sure 'AutoPlay' and AutoInsertNotification is set up correctly:
