I had this but not after a re-install rather a Windows update, if you go to Users in Control Panel you will see more than one user defined (my other one was some sort of Microsoft default) if you delete the one you don't want/use then Windows will start without asking for the password.
If I understand this question correctly I also wanted to get rid of the welcome screen and have it open windows directly
I tried Fitzer's solution but appart from my administrator account there should be no other as nobody else is allowed to use the PC but is came up with an alternative account ASP.NET.machine... can anyone explain this please.
When the screen first started coming up I obtained advice to use TeakUI which worked for one start up but then disappeared redoing had the same effect
I also tried Confab's suggestion - can't find control userpasswords boomed at me

but I have at last done so today. Having removed asp.net as a user I then did as confab suggested. WhenI tried this before it did not work - I think its possible i missed the space between control and userpasswords in case its helpful you might like to check this
