CD Slide Show Generator
With this PowerToy you can view images burned to a CD as a slide show. The Generator works downlevel on Windows 9x machines as well.

Windows XP contains Windows Movie Maker. I've just used this to do something similar.
You can arrange your pictures on a timeline add fades and transitions add music add video clips etc.
You just have to remember to save it correctly! (I didn't the first time)
From the file menu you need to select "save movie file" having already saved your project using the "save" button.
And it's free.
