I do not know of any poker room that does not offer free chip play. Simply install the software and play with free play chips against other users. Play for money by entering freeroll tournaments (pay no money) against fields of hundreds.

My favourite site www.everestpoker.com offers a tutorial where you can play against some robots.

Play a lot for free before you go anywhere near real cash games, and even then stay at low limit. i played for a whole year before my game turned profitable.
