If that is too extreme then you could:
Clear out your temporary internet files. In IE go to Tools, Internet options, Delete Files.
Having lots of temporary internet files can slow you down because it has to find the files on your hard disk first, then if there is a newer version on ther web download that.
Another thing to do is defragment your hard disk.
Over time the files on you hard disk get scattered and large files can be broken up into parts on different places on your hard disk.
Windows can take time to find them when it is like this.
If you defragment it will tidy up your hard disk, put all the file together, and piece together files that are fragmented.
Try those two first.
