whats the difference between video buffering and streaming?

streaming is just playing the source video (or whatever media) as it's coming from the source. buffering is loading it up a bit first, then playing from the buffer.
Thats right - the buffer is there to stop any skipping. So, if for some reason your connection slows down, the media will play from the buffer until it speeds up again.
