if im on a web page and click on a link, a new page opens but slightly smaller than full screen,i have to resize it, can i alter it to open full screen?

When your browser opens smaller than you require, don't click the 'full-size' button to maximise it. Instead, click-&-drag on the edges of the window to make it full size. then close the window. In future, your browser should open to full-screen size.
