Needing some help with my Norton 2006

I hope some of you guys & girls can help me out.While on the net just now my Norton Personel firwall box popped up on my screen.It basicaly read Medium risk windows subsytem is attempting to access the internet.Underneath that there is a box that says

Program-System
Date/Time
Remote address-this dislapyed some numbers
Local address-All local network adapaters 0
Protocol-TCP (OUTBOUND)
Location-Home
And underneath that is some options

Manually create a firewall rule
Allow this instance
Always Allow(Recommended)
Block this instance
Block always

I chose block this instance and the pop up dissappeared.but what exactly does it mean?.I contaced the online Bt help desk but they gave me a number to call which basically is ringing out.

I'm using Norton 2006 which came with my bt broadband & i just ran a full system scan & it came all clear.

Can anyone help please?.Thanxs

I should also mention that we have Windows XP Home Edition but i don't use their firewall i just use the Norton Firewall.
Since it's the system, I'd have said always allow.
