Sound Recording

Tricky one here:

a) How do I acquire Windows Sound Recorder, and possibly
b) is there software out there with the same features that times recordings more accurately (i.e. 3d.p.s or more)?

Preferably, I'd like either free, although I appreciate this may not happen.
