I get tthe message when I tryed to download software

This cannot be installed either I am in safe mode, which I am not. or Windows Installer has not been installed. I have done system recovery from the computer disk but I still get that message. Any ideas?

When you do a Windows Update something called Windows Installer 3.1 is downloaded.

Could it be it is looking for that ?

Try doing a Windows Update.
