Help! When I want to type @ I have to press the " key,and vice versa.
I have just found this out after purchasing a new keyboard because I thought my old one had the fault.
Anybody any ideas why this is happening?

Make sure UK keyboard is set as your default, not US.

Oneeyedvic is almost certainly right, you just need to make sure you change it in ALL the places.
On XP there are FOUR places that should be set to United Kingdom. They are all under Regional and Language Options.
Regional Options tab:
1) Standard and Formats - make English (UK)
2) Location - make UK
Languages Tab, then Details button
3) Default Input Language - English (UK)
Advanced Tab
4) Language for non-Unicode programs - English (UK)
Make sure ALL FOUR of these say English (UK) or UK.
Save changes, then reboot.
Then try again.
