You don't have a phone line where, in your house or you mean the plug in your laptop?

If your laptop is WiFi enabled (wireless) then you can take it to any one of the places found Here.

Failing that you can purchase a USB or PCMCIA network adapter for your laptop.

Not sure how a network adaptor would help. You could get a PCMCIA data card from the likes of Vodaphone and connect via the cellphone network.
