You might want to try http://www.phonesearchcentral.co.uk

They claim to be able to reverse UK mobile and landline numbers back to the owner name and address.

I haven't used them myself, but I thought about it back when I was getting obscene text messages.

Oh, and mobilephonenumbers.co.uk has a free list of mobile number information BUT inclusion in that list has to be done by the actual owner of the telephone number itself, which seems like it may be unlikely.
