When I phone my sister, instead of a normal dial tone i can hear music until she answers.
I have asked her how to do this and she can't remember where she found it... does anybody know how to do this?

It is called Music on hold. There are several software sources. Your sister may have her phone connected to her computer or perhaps has Windows Mobile on her phone.
