Well its about more than that, my root language seems to have switched to japanese with english as default. Basically i wanted to be able to switch between english and japanese with the language bar, which worked great (and i suppose still does), but it used to be in english, and now the japanese ones are in kana and kanji. Also when i go to folders and look at the address all the backslashes have become yen signs, a few other symbols have changed as well but i don't really notice them enough to remember. I figured i might've gone to some page in windows and changed it to japanese then forgot to change it back, but i cannot seem to find that page and i have tried! I don't like asking for help unless i really can't find a way to do it myself... that kinda says something about the 5 or 6 questions i've posted about microsoft access eh?

Well thanks to everyone who answered -_-

I've worked it out, just incase anyone happens to have the same problem and finds this page. Go to the control pannel, go to regional and language options and click advanced, now switch the non-unicode language back to english (or whatever you want it as).
