is there any software out there that can turn a downloaded poor quality mp3 file (Say 128kb) into a better (320kb) quality file? Also anything that will allow me to chop, cut and sample my favourite tracks and remix them on my own PC? Any help is much appreciated, cheers.

yeah its a piece of software called cool edit pro, and thats exactly what it does.. you may also be interested in another piece of software called acid pro... both come highly recommended... good luck!!!
Any ripping software could convert 128 to 320, however it won't sound any better as the information isn't in the lower format file, basically you can't improve quality, only decrease it. Mixmeister is another soft that will allow you to remix your music.
