Is there a way to just get the Word toolbars back to their default positions and with default buttons displayed?

Not sure if this is what you mean. Tools - Customize - Toolbars - Reset.

And is there a way to lock them like that, so that the person using the computer can't move them accidentally?

Create a macro in Normal.dot that will reset the toolbars to the default.
It will run every time a document is opened, it will reset your toolbars.
