Phone Answering Message

Is there a device that picks up incoming phone calls, plays a message, then only starts the ringing on the normal phone if they haven't hung up on the machine (i.e. this machine plugs into the phone socket, then my existing phone plugs into it). If the caller is satisfied with the message, then they can hang up, and my phone won't ring.
