Message appears every time I switch on my PC!

Every time the Welcome screen appears I get the same message headed RUNDLL which says 'Error loading cmicnfg.cpl. Module can not be found'

I ok and click and it goes and there seeems to be no fault with the PC working or any programs.

Can anyone explain what this is (is it a file) and can I stop it appearing?
