Is there a camcorder or camera in the market which displays certified/authorised time at the moment of recording? Improtant facy is that it is tamperproof and time recording indisputable.

no such thing freely available ... it's always the time the recorder is set to

even with radio clock you can reset the time ... so unless you had it in a housing set and sealed by police(?) or some other trustworthy group you could reset the time/date easily
