Can I use an ATX case with a pentium 4 motherboard?

Yes, if it is an atx type motherboard. If it is, all the ports will be built on to the board, next to eachother, keyboard/mouse ports will be on one connector, usb on another etc. There may be an issue with the psu, as there is with Athlon motherboards and processors, which require a more powerful psu than is standard.
