Does it matter if your cell phone is either off or on when you are charging it? Also is it true you should not use it while it is plugged in and being re-charged?

I recharge my cell phone (mobile phone) being used or switched off. No problem.

It's no problem, it's just that it'll take longer to charge if turned on, and especially if being used.

the instructions with mine say it can be used when charging and I've never had any problems with it and I've had incoming messages.
