You could try using the Everything Search Engine at http://www.voidtools.com/ (it does require a download...) which finds files on your hard disk.
If you decide to give this a go then it takes a few seconds to initialise, but once it is ready it will instantly tell you where any files are located, filtering out those which don't match the letters as you type them in, so just type ccleaner.exe into the search text box and it show you where it is if it does indeed exist.
Use search and tell it to look on your C: drive for ccsetup - when it finds the file the name will be something like ccsetupxxx.exe where the xxx is a number. the number is the version number and will be 224 or higher.
