If u download music that is copyrighted, you are breaking the law.

The program is legal, downloading (as Potatoman says) music that is copyrighted or any other copyright material (movies, books, TV, games, programs etc) or allowing others to download them from you without the express permission of the copyright owner is illegal.

If you have seen one of those pay sites that offer you a P2P program like WinMX that suggests it is legal to download whatever you want, they are lying. Also, most P2P applications are, by their nature, free. If you're being asked to pay, 90% of the time it will be a con.
