I've been wondering the same thing! It seems as though it was installed when I installed Marketscore's Internet Accelerator (looked at the file's properties). However, I have cable modem now & it is not needed. I removed the ossproxy.exe file from my system folder because my Personal Firewall (ZoneAlarm) kept asking me if ossproxy.exe should have access to the internet, but my access to to internet was shutoff when I would say "no". Hope this helps in any way.
