blackberry 9500 locked

my daughters friend got a virgin pay as you go blackberry 9500 for christmas, not sure how it was bought though I suspect ebay, now that she has it she cannot activate it using the code she has via the blackberry website, her mom seems unwilling to contact anyone regarding it :S

well I think her motivation was price, it may have been cheap, almost certainly second hand via ebay or free papers.

is there any way of unlocking the phone?
