I thought all websites ending in .ac were for universities?

What else can they be?

Could be an Ascension Island domain name.
* com.ac: Commercial Entities
* net.ac: Network Service Providers
* gov.ac: Government
* org.ac: Non-commercial Organizations
* mil.ac: Military
.ac can generally be used by any academic organization, including museums and research institutions.
In fact all TLDs of .ac would be Ascension Island (though like most TLDs there is nothing to stop anyone in the world registering it)

Where have you seen an .ac TLD used to indicate an educational establishment, they would normally be .edu

That's not an .ac, that's a .ac.uk which is totally different.

Yes, the top level domain in your example is .uk and the .ac.uk is a second level domain. the TLD of just .ac on it's own (as already said) means Ascension Island

but isn't ac.uk then universities?
It's for higher education facilities, but you said .ac in your question, which is not .ac.uk in the same way that .co.uk wouldn't be the same as a .co.ac domain. basically you read domain names backwards and the main defining part is the very last part and then each part before is narrowing it down.
From your link, the Frontier Network is involved in a lot of scientific research, which probably qualifies them for their .ac.uk domain.
