Toronto has a huge H&M but i didn't actually go in so i don't know prices. I found that clothes in Toronto generally weren't that cheap, but thats prob cos we have got used to primark/supermarket prices. Have only been to Boston for a day to walk the freedom trail, so didn't take much notice of the shops, but generally have found usa cheaper for clothes and shoes than canada. Have a good trip.
big Filene's Basement in Boston. But it depends exactly what you want. The best places are outlet malls that are round the outskirts of many big cities

I'm not sure which would be cheapest at the moment - usually the Canadian dollar is lower than the US, but the US one has fallen so far they're about the same now.

As <B<jno mentions, the Canadian dollar is almost on par with the U.S., so little advantage there. Just north of Boston, a few miles off of Interstate 95 going to Portland, Maine is Kittery, Maine. It has over 120 outlet stores. Here in the U.S., outlet shopping malls are stores that sell name brands at discount prices. Some of the items are "seconds" with minor flaws but at even greater discounts. Seen here:

Thank you very much to everyone who replied. I have just returned from our holiday and so can answer the question myself!
My teenage girls are mostly interested in clothes and makeup (!) Along with my husband and myself, they found clothes cheaper in the US; also makeup. We did not have a car so we did not get to any outlets.
In general, taxi fares etc, we found Toronto more expensive but my husband hit a store there where he found woodworking tools and accessories that were half what they cost in the UK.
We found the people kind and patient in both cities but those involved in the tourist industry in Toronto seemed less afraid to express their true feelings.
Thanks again for your help.
