The people really to check with are P&O of course. In the meantime I can point out a few things.
If you are taking a Fly/Cruise then NO airline will carry Oxygen cylinders either as Cabin Baggage, nor in the hold.
If you are taking a cruise(say) Southampton~Southampton, then the cruise ship may(possibly) allow you to bring on board Oxygen cylinders(but I doubt it).One further point is,even if P&O allow cylinders on board,if the health of the passenger requires that much Oxygen then that may prevent them from being allowed to cruise?
If after all this you DO get to cruise, please make sure that your Holiday Insurance has FULL cover for such circumstances, after all if this passenger falls ill at sea just how will you get to a land hospital quickly enough?Yes,most large cruise liners have hospital facilities, but not as much as a large land hospital.
Do contact P&O, they are most helpful.
Found this page on the RCI website (who we normally cruise with) and they do oxygen, so I expect P&O will as well. http://www.royalcaribbean.co.uk/php/access_other.php
